Description: Mobile communication network is evolving towards heterogeneous network, consisting of multi-platform network serving by various radio access technologies. In the conventional network, a mobile station (MS) can roam and perform seamless vertical handover to any network interface using single criteria such as received signal strength (RSS). However, since RSS threshold for each network may differ, it results to inefficient handoff, unbalanced network load and service interruption. Vertical handover decision algorithm should consider not only MS’ parameters but also network occupancy. The objective of this thesis is to propose an improved vertical handover decision algorithm using multi-criteria metrics in heterogeneous network. There are three network interfaces: Wireless Local Area Network (WLAN), Wideband Code Division Multiple Access (WCDMA) and Worldwide Interoperability for Microwave Access (WiMAX). Instead of using RSS only, other metrics also been considered such as MS speed, traffic class and network occupancy with different weightage to decide handover. The handover decision algorithm is simulated and validated using MATLAB. There are three type of multi-criteria algorithm: equal priority, mobile priority and network priority. Equal priority multi-criteria algorithm, with equal weightage for all criteria, improved the number of handoff by 46.60% compared to conventional (RSS-based) method. Furthermore, mobile priority multicriteria algorithm significantly improved the number of handoff by 90.41% and slightly improved the balance index by 0.09% compared to conventional method. Moreover, network priority multi-criteria algorithm, which emphasizes on network occupancy, improved all three performance parameters: the number of handoff by 84.60%, balance index by 18.03% and average blocking probability by 20.23%. In general, multi-criteria vertical handover decision algorithm outperformed conventional vertical handover decision method in terms of number of handoff, balance index and average blocking probability.,Master of Science
